Ontario Provincial Nominee Program - Canada

Ontario is a province in east-central Canada that borders the U.S. and the Great Lakes. Every year, thousands of immigrants work & settle there and the province comprises of many famous attractions.

Ontario: Human Capital Priorities Stream

The applicants must submit the completed application through the OINP E-filling the portal within 14 days, if they’ve already registered.

To qualify the eligibility criteria for this program and establish in Ontario, the applicants need to qualify for Citizenship and Immigration Canada’s Express Entry pool, required education, Skilled work experience, language ability, and several other characteristics.

The candidates who qualify Ontario’s Express Entry Human Capital priority stream and who have work experience in Information and Communications Technology sector qualify the criteria of Ontario Immigration Nominee Program.

The candidates selected by Ontario Immigration Nominee Program would issue targeted Notification of Interest who qualify for Express Entry Human Capital Priorities Stream and have work experience in the ICT sector.

Following are the NOC codes of ICT sector work experience for the OINP targeted candidates:

* NOC 0131: Telecommunication Carriers Managers

* NOC 0213: Computer and Information Systems Managers

* NOC 2133: Electrical and Electronics Engineers

* NOC 2147: Computer Engineers (Except Software Engineers and Designers)

* NOC 2171: Information Systems Analysts and Consultants

* NOC 2172: Database Analysts and Data Administrators

* NOC 2173: Software Engineers and Designers

* NOC 2174: Computer Programmers and Interactive Media Developers

* NOC 2175: Web Designers and Developers

* NOC 2241: Electrical and Electronics Engineering Technologists and Technicians

* NOC 2281: Computer Network Technicians

* NOC 2282: User Support Technicians

* NOC 2283: Systems Testing Technicians

* NOC 5224: Broadcast Technicians

* NOC 5241: Graphic Designers and Illustrators

Candidates have to follow 4 steps:

1. Register for Express Entry

  • To register, applicants need to complete Nominee Application form for which you will receive an Express Entry profile number and a Job Seeker validation code.
  • You must demonstrate your interest in Ontario or “All Provinces and Territories” when you register for Express Entry.
  • You must qualify one of these CIC economic immigration programs: the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class (CEC).

2. OOPNP searches and identifies potential candidates in Express Entry Pool OOPNP:

  • On the Comprehensive Ranking System (CRS), the candidates should have a minimum score of 400 in the CIC’s Express Entry system
  • Candidate will receive a PT notification of interest to apply to OOPNP for nomination under the Human Capital Priorities Stream, this notification will be from Ontario through your MyCIC account which identifies you in the Express Entry pool.

3. Apply to OOPNP under the Human Capital Priorities Stream

  • You will have 45 days to apply OOPNP under the Human Priorities Stream after receiving a PT notification of interest through your MyCIC account.

You will have to fill a Nominee Application form to apply along with required supporting documents.

  • You must know that which federal immigration program you want to apply for whether FSWP or CEC.
  • Your application will be evaluated to ensure you meet one of the criteria FSWP or CEC and the nomination will be according to Human Capital Priorities Stream eligibility criteria.

4. Apply for permanent residency after nomination acceptance from Ontario

You will get a notification of your nomination by receiving a letter from OOPNP through your MyCIC account, once your application is approved by Ontario for which you have 30 days to accept in Express Entry system.

  • Once you receive a nomination, it will get you an additional 600 CRS points along with you will receive an invitation from CIC to apply for permanent residency.
  • You will have 60 days to apply for permanent residency after receiving an invitation from CIC.
  • CIC reviews applicants for admissibility, which includes health, security and criminality checks during the assessment for permanent residency.

Eligibility Criteria

FSW requires 67 points

  • A candidate must have a Canadian bachelor’s, 1 year experience under O,A or B levels in past 5 years, Mater’s or Ph.D. Degree approved through the ECA.
  • A candidate’s score on CRS must be minimum 400 points
  • Settlement funds as per FSW
  • A candidate should intent to reside in Ontario

Fee charges

The per application fee for Ontario Human Capital Priorities Stream is $1,500 which must be submitted with the application package and it is payable to the Ontario Minister of Finance, otherwise the application will be considered incomplete and returned back to you.

Under Provincial Nominee Program (PNP), the province of Ontario offers various options as follow:

  • General Category
  • International student category

The candidates cannot apply if they do not have a permanent full time job offer from Ontario employer. The nomination has a two-step process:

  • Step 1: Employers of the Ontario have to go through the pre screen application process and obtain approval for positions they wish to apply for.
  • Ontario employer should recruit foreign skilled workers to fill the positions, once the positions are approved.

The next step after getting selected, apply to the Opportunities Ontario PNP for a nomination.

Employer Driven PNP

In order to apply for Employer driven PNP, a candidate needs to obtain Ontario Provincial Nomination Certificate & permanent full time job offer form. If you have obtained a Ph.D. from a publicly funded Ontario university then you can apply for certificates as well.

The employer from the Greater Toronto Area to meet the eligibility:

  • Have been in operation and existence for at least three years ;
  • Have at least $1,000,000 gross revenue in the previous fiscal year;
  • Have at least five permanent full-time employees;
  • Have a place of business located in Ontario.
  • Companies outside the GTA have less stringent eligibility criteria. They must:
  • Have been in existence and operation for at least three years preceding the application;
  • Have at least $500,000 in gross revenues in the previous fiscal year;
  • Have at least three permanent full-time employees;
  • Have a place of business located in Ontario.

Ontario PNP General Category

This category allows employers to recruit foreign workers and for the Ontario nomination as a foreign worker, you have to meet following conditions:

  • In the previous five years a candidate must have an at least two years of work experience in the intended occupation, if applying for a position in a regulated occupation in Ontario a candidate should have an appropriate registration in Ontario. Opportunities Ontario will accept full-time work experience that is verifiable, relevant, paid and obtained with proper work authorization from Citizenship and Immigration Canada (e.g., work permit) within the most recent five years. Unpaid, unauthorized or volunteer experience will not be accepted.
  • A candidate should have job offer in a skilled occupation (NOC 0, A or B) which should be approved Permanent full-time.
  • A candidate must have offered wage which meets the prevailing wage level in Ontario for the intended occupation.
  • If the prospective nominee is in Canada then candidates’ legal status is required.
  • The employer's approval letter, Joint Verification form signed by their prospective employer, and Pre-screen Position form.

Companies who want to set up locations in Ontario:

Companies who are making major investments in Ontario, they have to meet the same qualifying criteria as mentioned above. Employers have to go through pre screen application process before nomination along with it they must obtain approval for positions they are willing to fill and they must fulfill the following:

  • Investment of $3 million or more in Ontario;
  • At least 5 full time permanent positions should be created.

International Student Category

There are two streams under this category; Job Offer stream and Ph.D. Graduate stream.

To meet the eligibility there are some requirements which are as follow:

  • A candidate should be graduated (or soon be graduating) from an approved publicly funded Canadian college or university in the past two years;
  • A full-time job offer, for which they are qualified, from approved Ontario employer in a skilled occupation (listed as NOC A, B, or 0).
  • Received an Employer Pre-Screen Approved Position Form, along with the nominee application package from the Ontario employer;
  • An offered wage that meets the prevailing entry-level wage in Ontario for the occupation;
  • If the prospective nominee is in Canada then candidates’ legal status is required.
  • The candidates who are Ph.D. Graduates from Ontario’s university do not need a job offer to qualify the program.
